Balanced forces refer to forces which are acting in opposite directions, they are equal and opposite.

Basically, balanced forces is what defines a not moving state of an object, because all forces cancelled each other, that is, the net force is zero, which means the object is not being accelerated, in other words, the object will not move.

So, basically, balanced forces are presents where objects aren't moving. For example, when you are sitting down, there are two opposite and equal forces, your weight and the normal force, they are balanced forces, because they are equal and opposite forces which makes you to stay still on the chair.
