Why does the 10th Amendment make the Constitution seem bipolar?

That is because the constitution was made to protect the people and establish how the federal government works in correlation to people. Then in the 10th amendment it actually works against the federal government because it enables states to pass laws that are not related to the federation. So it both establishes a strong federal government and means to counter it.

The Annapolis Convention was about trade issues that were abundant due to the Articles of Confederation, trade was not being regulated properly among the states due to the weak national government.
