I believe that new relationship is "Enemies in War, in Peace Friends."
Now that America was finally free from its oppressor, Great Britain, it could create new relationships with it. Americans decided that when there are no wars, America could be on friendly terms with Britain. However, if war were to start again, it would fight back with all its power.
