When a person pays their debts, one can determine that the person is responsible and able. They become more trustworthy and reliable.

Answer: To know if a person is reliable in terms of paying debts, you need to consider the amount that the individual can pay back, and the rate in which the person would do it.

Explanation: It is about how to demonstrate that you have the ability to pay. The reasonable indebtedness of a person must not exceed 40% of their monthly income. Screening of the finantial background of a person must be done to determine if the individual can pay back the requested amount. If it is a bank loan or some other financial institution or person providing a credit or loan, you must also consider the interests on it and their conditions.

The Dursleys didn't have a direct conversation on this matter in the book. But when hagrid came to pick up Harry, and tells him about his parents then Harry mentions that the Dursleys have told him that his parents died in a car crash.

The reason I think they kept him in the dark is pretty obvious, that they hated the magic world, pretty much because of Petunia, as she was jeoulous that her sister (Harry's mother) was a witch and got admitted to Hogwarts and she didn't and they wanted to keep Harry away from that as they didn't want anymore of that "nonsense" and wanted to live a happy ordinary life.
