This problem began following the influx of refugees into the country that started in June 1998 when ethnic Albanians fled the conflict in Kosovo with others being deported back to Albania from other countries

Albania is located on Southeastern of Balkan in Europe. it is a small country with coastlines. But then, way back 1998; Albania's problem was one of the refugees. Thousands of refugees fled there. Though Albania was a strong communist state they still considered refugees as one of their major problems.
