Well it could be A or C 'cause brainstorming is really good but also is asking your friends about what they would enjoy in a paper. But with that said, I would go with C.

To generate an idea to include in your writing, you cannot organize or outline until you have an idea.  I think brainstorming would include asking friends, reading newspaper articles and looking in encyclopedias.
