I assume that this is an opinion question, so I will state my opinion on the matter. I think that they should since more people are having children at a younger age and they are choosing to have huge families. It would take a while to get everything fixed, and until they could find a way to grow food, they would have to import food. So it would be best if they found out a way to grow food up there before they send people up. If they didn't they would have to waste a lot of rocket fuel and space fuel, taking food to and fro.

You don't need to worry about labeling yourself if it's stressing you out this much. You of course can try to figure it out, but you really don't need to label yourself.
