The answer is "The harsh ethics of the lifeboat become even harsher when we consider the reproductive differences between the rich nations and the poor nations". In the metaphor Garrett describes a lifeboat bearing 50 people, with room for ten more. The lifeboat is in an ocean surrounded by a hundred swimmers. The "ethics" of the situation stem from the dilemma of whether and under what circumstances swimmers should be taken aboard the lifeboat. The people on the lifeboat are the rich countries which normally have a low reproductive rate since have more access to education and jobs, and the swimmers are the poor countries which have a bigger reproduction rate.
