Massachusetts Bay Colony was more successful because of its initial intention. The crown wanted to create a company that is similar to the Virginia Company. The Puritan were able to create a government that allowed franchise amongst clergies and church leaders. They had found a way to stop the colony to rebel against the crown.

Plymouth Colony was composed of many separatists. They were not given charter from the Imperial crown because of the continuing war between the European colonizers. Because of this, Plymouth was then merged with Massachusetts Bay Colony.
