If I understood your question correctly, the culture that was present in Athens at the time when they first started with the project we today know as democracy surely did play a role in the atual development of democracy. They did not have a central authoritarian figure which would ruthlesly and without question rule over his people as was happening in other place, this was one important reason for why democracy could have been developed there in the first place.

I was reading over the question and noticed the word "union" at the end of the sentence, what the speaker is saying is that they formed this union over with his group of people. And with that group they were able to do something that's possibly political, keep in mind they talk about race in the speech too. I believe the answer would be C, Voting for all blacks. I'd like you to read over again and hear this part "it was we, the people; not we, the white male citizens. The speaker is implying that they are not black and says things about the whites.

The 27th Ammendment to the Constitution was first proposed in 1789 by the 1st Congress to the state to be ratified. It was proposed with other 10 ammendments to the Constitution but lacking the number of votes necessary, it did not pass like its others sister ammendments to become what is today known as the Bill of Rights. It took about more than 200 years until 1992, after a campaign was started by University of Texas at Austin student Joe Watson in 1982. This ammendment prohibited the increase or decrease of a congressman´s salary within a term in office.
