The power of the congress to declare war is called an expressed power. 

Expressed powers are the known and acquired powers of a national government that are written and that the Constitution grants this in order to improve their areas. An example of this is the U.S. Constitution, Article I, Section 8, Clause 11 that grants the power to declare war.
