This is true. For any color or symbol used on the map, the key presents and names them. Rivers, rail tracks, roads amongst others appears on a map and they are duly and properly named.

Well, it almost sounds like a rhetorical question. Who can? Well, probably someone higher in power with the help of technology. They already have cameras being built into the suits due to the reports of unfair treatment from police officers. We could possibly have people from the government watch over footage from the cameras or have supervisors go with them. Anyway, that's my possible answer/opinion to that subject.
