Federalism is that system of government in which the authority or the power is divided between the federal and state government. USA have given some powers to the federal government and the other powers to the state government and some powers to both. State have its own legislative, executive and judicial branch. States have to pass only those laws which they are empowered to and it should not violate the Constitution.Federal government determines foreign policy, which the government has exclusive power to make the treaties, or declare a war, export- imports. The federal government have only the sole authority to print the money. Some governmental responsibilities are shared by both state government and federal government. This includes  business regulation, taxation, environmental protection and civil rights.Federalism was implemented in 1787 first time in USA. There were two dominant political theory or federalism. First is dual federalism, where state government and federal government both exists as co-equals. In this  theory, large number of powers is given to states, where as limited powers listed in the Constitution to Federal government. Federal government have jurisdiction only in matters which are mentioned in the Constitution. The second theory is Cooperative Federalism, under which national state and local government interacted cooperate collectively to solve any common problem.
