After the French revolution and the Napoleonic wars, Europe focused on balancing out the European powers so something like this won't happen again. That's when in 1815 the Congress of Vienna emerged when metternich created the idea of balance of power- surrounding European countries with smaller and independent countries. also bringing back old monarchy.
