In some areas of poverty, (including parts of southern Texas) there are no speed limits, rather an indication that you may not go above a certain speed if your car lets off more pollution. Some countries have placed speed limits to limit the consumption of fuel and pollution from any one car. But as I have stated, it's not directly because of the speed, but rather the rate of pollution given off when in that state. :)
