Answer:

It might seem like hours, but his cigarette is still lit and his watch lets him know that his wife has been gon only eight minutes.

The lighted rectangles refer to the windows across the street, from where he hopes someone can see him and get help.  

Explanation:

Only after several paragraphs describing the character´s situation, and all he tries to do to get back inside from the edge outside his house, we get a reference to how much time he has been there.
