The significance is that he wasn't willing to let go of his chances of trying again. "They dragged Robert out the door, knees stiff, feet dragging."

He shows that the government was not able to change his mind or his opinion about paying taxes, so they had to punish his body by imprisoning him. The excerpt goes on to compare it to children. After I built it I needed a BOOK that tells me how to bake chocolate chip cookies. So i bought a book and at 7 PM, I finished and people started coming, but then they all ran away for some reason, then I realized that it was raining, and it SHOOK my restaraunt so i went back to my house and it was a good thing I had a HOOD to cover my head!
