In the dataset, note that the stem should be in the tens place, and the different number of leaves are in the ones place.

62 shows up one more time than all the other numbers, and so 62 is your answer.

Let's look at the options we're given. We need an answer that has two digits, not just one. So that would automatically kick out the first and second answer and leave you with the third one. 
But, if you didn't have the options and had to figure it out base on the information, you can tell that there are two 2's with 6, meaning there are two 62's. There are no other duplicates, meaning 62 shows up the most than any of the other numbers. 
The mode is 62.
