I would say that it would probably be a simple job with repetitive tasks, at least traditionally but I believe that this is changing what with the complexities of cities and the demands of climate change and the need for things like bike lanes, more bus service and the stewardship of city watersheds, etc so I don't think it is quite as bureaucratic as it used to be. Those who work in city hall may primarily have somewhat bureaucratic jobs and much accounting but those in other city services I think it is more dynamic now.

Some promiment thinking such as Herbert Spencer was invoked to justify laissez-faire economics and the minimal state, in other words the “survival of the fittest,” creates the wealth and better state of being eventually.
