It can be both, because the definition of blithe is “showing a casual and cheerful indifference considered to be callous or improper.” And that is negative, but the other definition is “happy or joyous.” Which is positive.

Flair - when somebody does something with what seems natural talent. Doing something amazing


David Copperfield has a flair for captivating illusions

People can have a flair for drama, style, humor.

A knack.

Having a flair for style would mean you were not poorly dressed as a non-example.

People that practice really hard to the point of proficiency will appear to have a flair for the thing they have practiced.

There are claims that this haiku is actually by Bashō (this Time.com article, for example). Is the haiku really by Bashō, or did Fleming pen it himself? Hope this helps..
