It was split between the Soviet Union and the Western Powers (US, UK, and France). The east side was controlled by the Soviet Union and the west side was split between the three different allied powers. After the creation of East and West Germany control of East Berlin went to East Germany. However, even though West Germany became independent from the Western Powers it technically did not control West Berlin, which was still under the control of the Western Powers
