The reason behind this amendment was the use of poll taxes to stop African-Americans in the South from voting after the 15th amendment was passed in 1870. In order to restrict the political power of African-Americans, southern states passed poll taxes. This was a certain amount of money an individual needed to pay in order to vote. Considering that many African-Americans in the late 19th century did not have a source of income due to their status as slaves before, this law prevented hundreds of thousands of African-American citizens from voting over the course of roughly 6 decades.
