First, when a person is said something, he checks whether that something is valid or not. That is to say, the person identifies if it is true or not. In the third stage the person is ready and prepared to "advise" which means that he has fully comprehended the topic and is able to suggest something and give his opinion. In order to be able to do so, the person needs to be able to "deliberate", which implies that the person critically and seriously analyzes the information he is given.
