I think they fought against the Rebels to maintain the basic fundamental of their Powers.

Rebels tend to dissatisfied about the current rulers. If we see this in the ruler's point of view we might see that if the rulers let the rebels get away with their actions, their power will be undermined by the people, so they have to fought against it
