The policy was often referred to as the Hartford Convention. Where Federalists opposed to the War of 1812 tried to have New England secede from the country. And the Democrat-Republicans became the only viable political party, James Monroe won the 1816 election with 80 percent of the vote and the Era of Good Feelings began.
The Federalists believed that American foreign policy should favor British interests, while the Democratic-Republicans wanted to strengthen ties with the French. The Democratic-Republicans supported the government that had taken over France after the revolution of 1789.
Congress can override a veto by passing the act by a two-thirds vote in both the House and the Senate. (Usually an act is passed with a simple majority.)
