The answer would be B. We have an indirect democracy. In a direct democracy the citizens themselves create and vote on laws and etc. But in an indirect democracy we can vote for politicians who then help create and vote on laws.

I assume by "feds" you mean the federal government. They enforce national laws. While the states can make their own laws they must do so by abiding by federal law. For example, a state cannot make murder legal.
