The answer to this question is the state legislative and state conventions. The state legislative is the branch of political subdivision of the 50 states in U.S.A. The formal name of this branch differs fron state to state some are called legislature, general assembly, and some are called general court. While the state conventions is a method that allows to ratify proposed amendments in the constitution.
