"On what wings dare he aspire?" is figurative language which could be interpreted to mean something like this: What skills or means does he have to pursue his aspirations? 

"What the hand dare seize the fire?" is figurative language as well, I would need better context to be certain what this means, but my interpretation is this: What is he willing to sacrifice for his goals?

Considering this, the passage is definitely figurative. I mean, it's common sense. How often does someone have wings, or physically grab fire with bare hands? Not often. If it doesn't seem to be literal, it probably isn't. To put it simply, the answer is D. It is figurative; the passage contains words that alter the usual meaning.
