This was created to primarily to shield the New England Manufacturers from the inflow of British goods after the war 1812.

<u>The Tariff act of 1816 is also known as the Dallas Tariff. It was the first tariff that was passed by the Congress and the idea behind its formation was to protect the Items manufactured by the United States from overseas competition.</u> Before the war of 1912, Tariffs were used to raise revenue to operate the national government. This Tariff got strong support from Southern States.  

This bill was conceived as a part of solution of purely domestic matter to avoid federal deficit that was reported by the secretary of treasury Alexander J. Dallas and it were international developments also that added key facts to this debate. The Tariff on manufactured goods as well as goods which were from war industry were seen as required and essential for the interests of national defense. <u>This tariff was approved in year 1816 as a temporary measure and initially it was to be implemented for period of three years only</u>.

Congress passed the Tariff of 1816 (which was the first tariff in the United States) to protect national manufactured products against imported goods, mainly against English products.

England was exporting goods they had stocked during the War of 1812 to the United States, and the national product was more expensive than the English products because of the production process; so the Tariff of 1816 on imported products was designed to protect the American goods making them more competitive, it also helped to pay the debts of the War of 1812 against England.
