A conclusion based upon facts and evidence is called an inference. These may also be opinions but still based upon evidence or facts, and they word is usually associated with law terms. The rule by the people is called squatter sovereignty and it is also the principle that the authority of a state and its government is made by the consent of its people, through their elected representatives, who are the source of all political power. With that said the quote "That if any one man chooses to enslave another, no third man shall be allowed to object." is pointing out that any one man is the rule or the popular vote. Therefore, the third man cannot object to it.
