If I’m not mistaken if Congress were to control individual states then it would be a disruption of power. Think of it as a balance beam. When North America began developing their laws, Articles of Confederation had complete state power and no presidential power to oversee this. This caused disruption within the union. This lead to the revision of the Articles of Confederation which is the Constitution. The Constitution divided powers and boundaries for each sector. Hope this helps.
