It believe the answer is the second choice, "have a subject and a verb."

Independent clauses are complete sentences, which knocks out the third and fourth option.
Dependent clauses are not complete thoughts, knocking out the first option.

Have a subject and a verb.

Further Explanation:

Just like a phrase, the clause is contained and is made up of a group of words. But clauses are just opposite to phrase, Subject verbs are contained in the clause. The group of words that are without a Subject and a verb will be known as Phrase. The two types of clauses are independent clause and Dependent clause. An independent clause is a clause that makes a thought or a phrase by itself and contains a subject and a verb and the Independent clause expresses as a complete thought that can stands alone as a coherent sentence. Whereas a dependent clause does not express a complete thought of their own and because of that, It can't be called as a sentence.

Complete thoughts are expressed in an independent clause and on the other hand, a dependent clause contains a subject and a verb but never expresses a complete thought by itself.
