When the document reads Top Secret, it is most likely to be contained at utmost secrecy and is under the radar of the people's abilities to fulfill their hunger for information. When this is found just lying on the ground, the highest possible scenario would be that it was freshly left there fallen on the ground for a few minutes and so on. Usually, the picture would be that it would be picked up either to be returned or for other purposes. What it might be about is something either dangerous or purposely hidden from the public. Usually the reason for such actions is that the public doesn't need to know, the public might cause havoc and chaos upon the knowledge of this, the public might overthrow the government, or anything on the lines of having the public take action over it.
