The sentence is two sentences fused together as one, which makes it a run-on and also difficult to read. When the proper punctuation is used the sentence is no longer a run-on and is then easier to comprehend.

Orson Welles also believed there might have been a small percentage of the population that was panicking.  It was also stated in New York Times, that people were in a mass panic because of the drama itself. However, C.E Hopper had proven that no such thing had happened.
