This is what is called a regulatory sign.
These types of sings are used throughout the world and their main function is instructive that is they instruct the drivers of what they can do and what they cannot do on the road at the particular place and under particular circumstances. Or at least what they should and shouldn't. Regulatory signs are easily recognizable and usually come in white, black and most used red color while being either square or rectangular in shape.
