In the book of the Adventures of Huckleberry, the new two strangers does not look like they are just towns people with the way they act and talk. Considering that they were new, it was most likely that they were looked differently and they were more likely thought of being the Duke and the King rather than being a mere towns people.

Nelson Mandela is making a point that as time goes on, the country of South Africa will improve and progress.
