It cannot easily be solved because all those who are homeless could actually have a home, if they work hard and pursue a healthier life. Others it is truly hard to have a home from different life circumstances or many other options. Solving these issues would involve housing all of these people, finding them jobs to support themselves, making sure they keep a job, and making sure they are making good life decisions.
