The first personnel recovery PR task is the report.  

Personnel Recovery comprises of a series of actions that are required to be undertaken during rescue or recovery operations carried out with respect to wounded, missing or severely injured persons. The circumstances are highly operational, thereby requiring planning at every level. Operations relating to personnel recovery are divided into steps, and each process is highly scrutinized, and entrusted to skilled professionals. The five steps involved in personnel recovery are Report- which must contain the timely details of the single incident as elaborate and as accurate as possible. This is followed by an attempt to find the location of the personnel to be rescued, followed by an arrangement of supplies and provisions for sustaining the victim/s and their family if any. Then an elaborate plan has to be put into action for rescuing the personnel, followed by assisting them in physical and mental recovery.

Personnel Recovery is not limited only to soldiers of the armed forces, but it may also extend to civilians, government officials, and army officials. It also involves positive control, requiring commanders to have an active response plan in action, and to assess, direct and decide the members of the team within their respective areas of operation. It has to be noted that all the steps involved in Personnel Recovery has to be carried out simultaneously, and are interdependent on each other. Thus, each step has to be carried out with equal proficiency. The report is the first step to a PR and has to be exclusively detailed. Details must contain all information about the person to be rescued, visual sightings, reconnaissance operations, surveillance, the topography of the location sighted etc.
