I believe the answer is: The "Beltway mentality" is a desired goal of every presidential administration.

Beltway mentality refers to The tendency to fulfill the need of interest groups or lobbyist (which usually funded by big corporations) rather than the need of general population. This tendency is always seen as negative and undesirable for any type of political candidate.

The beltway mentality isn't a term that i'm familiar with but i'm  confident in saying it is false. reason being that every presidential administration sounds very blanket and it is incredibly difficult to say anything that spans such a wide pool with much accuracy
