As 500 people and their families will leave the city, so tax revenue will be affected. Because of shifting to other places, the city tax revenue will decrease.

My suggestion: The only thing you can do is leave the cage in exactly the same place, leave the door to it wide open, and keep plenty of fresh food and fresh water in it. Check it several times a day. If he's not there in, like a week or 10 days, then there's not much hope. I'm sorry.
