This amendment removed the limitations on tax rates that local school districts allowed for the support of the local schools. The reform eliminated local tax limitations and also eased the state's burden of school financing by increasing local support. According to Annie, the local support had increased 51% in public schools during her tenure as State Superintendent of Public Instruction.
During her tenure, she also implemented a system of free text books, made efforts to improve rural education and raised teachers' salaries.
