The government is also occasionally involved in the building of homeless shelters and other places for homeless people to reside in times of need (these places are often regulated and limited to a certain number of people). Aside from these two factors the government is also responsible for getting homeless people of the street, a lot of the time this involves police and further legal reasoning - disruption of peace, or another such violation.
