The one way that Swift uses irony in "A Modest Proposal" is that:

Through “A Modest Proposal” Swift wants to convey his thoughts on the issue that has been plaguing the country. He speaks about the poverty which has plagued the country. He rages on the people who in spite of reducing poverty has given their share in increasing it. He adds that the reason for poverty in Ireland is because of such greedy people.

The setting of the story is in a futuristic society in which the main character (Omnari) is completing a task on a secluded island. We know it is secluded because of the dilapidation of the relic "<span>the broken rusty arm gripping the torch and the severed metal head in a shattered crown staring sadly out to sea" And the words the author uses such as sad, and rusty. Indicating a gloomy , lonely mood.</span>
