Yes,  i believe it wouldn't live up to the expectation.

the three dollar fine was initiated with the intend to eliminate certain negative behavior (with small magnitude) by associating the negative behavior with money payment.
But as it turned out, the three dollar fine actually would increase the likelihood of negative behavior because most people would feel that they 'had the right' to do the negative behavior as long as they make the three dollar payment.
