Why couldn't the U.S. run a blockade in response to Russia sending nuclear missiles to Cuba?

Well, JFK actually put a naval blockade against Cuba. Russia couldn't stop it, as it was too far away for support. Also, this would create war, which the US definitely did not want to have. I hope this answered your question! Comment if you need some clarification! :)
