U.S. President Jimmy Carter considered human rights as part of his personal ideology and transmitted this to the United States foreign policy. A foreign policy with the highest moral principles and respect for human rights was an international policy completely different than the one used by Richard Nixon.
Carter gave a speech at the University of Notre Dame, reaffirming his commitment to human rights as the utmost importance for the U.S. foreign policy. This started a new direction for in the United States Cold War policy, creating big controversy in the nation.
Old immigrants came to the U.S. and were generally wealthy, educated, skilled, and were from southern and eastern Europe. New immigrants were generally poor, unskilled, and came from Northern and Western Europe.
