So, we should covert each fraction so that they have a common denominator. 
Observe. 

\frac{1}{4} =  \frac{4}{20} 


\frac{2}{5} =  \frac{8}{20}

So which one is larger?
We can see that indefinitely 2/5 = 8/20 is the larger of the two fraction given.

This is easier if we change these fractions into decimals

1/4 = 0.25

2/5 = 0.40


It is obvious from the decimals that 2/5 is bigger.
