The answer would be State legislatures. The Constitution provides that an amendment may be proposed either by the Congress with a two-thirds majority vote in both the House of Representatives and the Senate or by a constitutional convention called for by two-thirds of the State legislatures

The change or addition in the constitution is called an amendment. The first amendments are called The bill of rights, it was ratified in 1791. Some the states agreed to the ratify the constitution only after knowing that the Bill of Rights would be added to the constitution. Additional amendments have been added to the constitution. The US constitution have been amended 27 times.

There are two steps to make an amendment to the constitution'; Proposal and Ratification. In proposal, the amendment is propose by either a national convention made up of the two third of the states or two third vote in the congress that includes house of representatives and the Senate.  

After the proposal the amendment should be ratified.<em> It can be ratified by Either three-fourths of the state legislature or the state conventions in three-fourth of the states </em>
