The reason for popular resistance to civil rights laws for the disabled is that the programs that are for the help of disabled are of high cost.

As the programs are expensive and not everyone can afford these programs or we can say some people do not want to use their money on these programs, this will cause resistance to rights for the disabled people.

Answer: Because back when the U.S was getting on its feet the only people who could vote where white men with owned property. So that really narrows it down to a set few of people. Today as long as you are a U.S citizen and haven't had that right taken away by the law you can vote. So a lot more people now have a say in politics and other important things.
