I would have to say D. CITATIONS ALLOWS READERS TO INVESTIGATE ALLEGATIONS OF PLAGIARISM. Plagiarism can be a big deal and you can get into a lot of trouble for it.

These are all ways in which citations can be utilized, but their most general uses are either A or B. At it's most normal usage, it is more than likely A.
